WORLD WAR IV: StrategiesStrategic analyst Eliot Cohen
does not like the term "war on terrorism." In
November, he argued that a better term would be World War IV (treating
the Cold War as World War III). In a talk, Cohen also gave what I think
as the most useful formulation of the war:
